Communal bin hubs coming in November

The below was an email sent from the City of Edinburgh Council regarding the new bin hubs (a new approach to shared waste and recycling bins) and controlled parking.

Plans for Bonnington have been published on the Council website (https://www.edinburgh.gov.uk/bins-recycling/communal-bin-review/4?documentId=12997&categoryId=20001), with Leith Walk and Pirlig coming at a later date.

What’s happening?

For on street locations, we are working in conjunction with parking to minimise the disruption to each street, by timing our changes alongside traffic regulation changes.

Leith, North Leith, Leith Walk, Pilrig and Abbeyhill areas will be subject to a Traffic Regulation Order (TRO) process which is taking place in summer 2021 as part of the Strategic Review of Parking. Residents will be able to provide feedback on the plans, including the on-street bin locations, through the TRO process, when available.

For other areas in Phase 1, which will not be subject to a TRO, which includes Bonnington, West Leith, Easter Road, Willowbrae North, Craigentinny and north of Restalrig, we will advise residents that the bin hubs are coming in advance, to allow them to feedback on the locations.

To do this, we will display posters on lampposts in the affected areas and advise local community councils and other stakeholders. Residents will be able to view the plans online from week commencing 26 July and provide feedback by 22 August 2021. The bin hub webpages will explain how to do this.

The feedback received from residents from both the TRO process and the engagement process by September will allow enough time to confirm the final locations and make any changes if required and start the roll out of the new bin hubs starting in November 2021.

Feedback will be considered where this can be delivered in conjunction with the fulfilment of the parameters and criteria as set out in the committee report.

When works are about to start on a street, we will send a postcard to let residents know.

We will then write to all residents to explain what is happening and to encourage them to recycle. A guide with information about how to reduce, reuse and recycle will be included in the letter.

Trams to Newhaven Newsletter: 2nd July

The Trams to Newhaven team have published their latest newsletter which details the Leith Walk roadworks, new bins arrangements and an incoming cycle-lane. Leith Walk
The establishment of the construction site from London Road to Crown Place is ongoing. The city bound lane is operational. Please visit our project website for further information on the traffic management arrangements. Details of Lothian Bus diversions are available on their website. 

Site Investigation works have commenced from London Road to Annandale Street and will be continuing down Leith Walk.  

The junction of McDonald Road and Leith Walk will be closed from 10th July for 6 weeks to undertake utility works in this area. 

Bins
Communal bins for Leith Walk are now situated at the nearest side street to their existing location. The regularity of uplifts will be increased to ensure the area is kept clean and tidy and uplifts will take place in the evening to minimise traffic in the area at peak times. If a bin collection has been missed please report this on the council’s website. 

Cycle Way on Leith Walk  
We are installing a bi-directional cycle lane as part of the establishment of the construction site. This will result in a separate cycle way for cyclists adjacent to the pedestrian footpath and both will be maintained throughout the period of construction. We are aware of concerns raised by residents and members of the public and as an interim arrangement we have installed advisory signs. In the meantime, we would ask that all cyclists approach the area with caution. 

Parking
All parking and loading provisions are suspended on Constitution Street and between Foot of the Walk to London Road with no street parking or loading facilities available on the running lane on Leith Walk. Parking areas will be provided at three locations during the works to facilitate access to businesses and local properties. These parking facilities will be short stay only for 30 mins and will be located in the vicinity of Crown Street, Pilrig Street and Elm Row.

COVID-19 Measures
Following the outbreak of COVID19 we have implemented strict measures to ensure that optimum safety is achieved for our staff and the general public.  We have uploaded a short video to share our new controls.  All works must now be carried out in compliance with Scottish Government guidance.  We have implemented the following protocols

  • All staff and operatives have now been re-inducted to communicate the projects COVID 19 measures. These are followed up with regular briefings to ensure the message is continually communicated and to reiterate the importance of good hygiene and physical distancing requirements.
  • Work will be carried out in compliance with Scottish Government guidance however workers will also be provided with additional Personal Protective Equipment when required
  • Temperature testing is now mandatory on the project and all staff, visitors and operatives are subject to a daily temperature check when presenting at site.
  • All sites will have infection control station, shown in the photo above. These stations are available to our operatives whilst out on site to promote good hygiene practice.
  • The project site office has been remodelled to include measures for physical distancing and optimum hygiene measures. Anyone entering the project office is re-inducted and advised of the above measures in order to prevent spread of COVID19. Those who can work from home are required to continue to do so.

In order to allow for physical distancing, pedestrian footways across the route will be widened where it is safe to do so. There are several sections of the footway where this will not be possible due to open excavations and/or uneven surfacing. To address this, we are installing suggested one-way systems on several sections and introducing passing places where possible.  We are continuing to review our working areas and liaising with council colleagues to ensure that we implement best practice but in the meantime in areas where space is restricted, as in other parts of the city, we would ask that people consider other pedestrians and give them space, stay alert especially if you are using your phone or wearing headphones, and keep left if possible and pass on the right.

Logistics Hubs
The logistics hubs on Mitchell Street, Foot of the Walk, Dalmeny Street, Albert Street and Montgomery Street are now operational. Logistic officers are working within the physical distancing guidelines outlined by the Scottish Government. The logistic hubs are there to help businesses with deliveries and dispatches but any resident on the construction route that is expecting a bulky delivery should contact the logistic hub who will be able to assist. 
We have received positive feedback about our Logistic Officer’s practice and would encourage anyone who requires support to make contact with them.

Suspended CEC waste and recycling services

Collections of bulky waste items

Service suspended from 24 March – If you have large items please keep them at home and only use communal and wheelie bins for your day to day waste and recycling.

Any uplifts booked in for this week will be collected as scheduled, and we’ll contact you if you have any booked in for next week to arrange a refund.

Household Waste Recycling Centres

Recycling centres are closed from 24 March until further notice. This is to ensure we are following government guidance on restricting non-essential travel and contact. If you have large items please keep them at home until our recycling centres reopen and only use communal and wheelie bins for your day to day waste and recycling

Kerbside glass collections (blue box)

Service suspended from 23 March to allow our crews to focus on other collections.

There are no public health risks associated with storing clean glass containers. Please rinse bottles and jars and store these at home. Don’t use on street or local recycling points to dispose of your glass. We don’t have the staff resources to empty these or collect fly-tipped material.

Bin delivery and repair

Bin deliveries are suspended as from 24 March.  Uplifts of any unwanted waste containers are also suspended.

Missed bins

We might experience disruption to some of our bin collections today due to staff shortages. Remember to check our delays information to see if your area may have been affected.

Please ensure all waste/recycling containers are presented for collection for 6am as there may be changes to your collection time. Please look out for your neighbours and check they are able to put their bins out.

 

Trams updates: bins; construction-work ceasing soon

Bins

Just a quick update to let you know that the bin relocations necessary during the upcoming roadworks (and along the detour route) are going to schedule; we’ve already positioned the new, wheeled bins and will be removing the large, side-loading bins next week.  Most of the new bins are next to the existing bins to make life easier for residents, as the old bins are removed we will reposition the new ones slightly to minimise obstruction wherever possible.

We’ve already started running the night shift route to get the crews used to the new route.  If they identify any potential over/under-provision due to the increased collection frequency, we will adjust where necessary.  A couple of the existing paper bins (blue lids) will be replaced with packaging bins (green lids) to improve recycling opportunities for residents.

We will continue to monitor the locations to see if any need to be adjusted.

Construction work ceasing soon (temporarily)

Formal instruction has been issued to Sacyr, Farrans Neopul (SFN) and Morrison Utility Services (MUS) to shut down the Trams to Newhaven construction site. This is in accordance with advice given by the Scottish Government over the last 48 hours.

The complexity of this project means that it will take a few days to action and there may be works that need to be completed in order to make the site safe and secure. Any further work that is undertaken will be done in accordance with Scottish Government guidelines around proximity working. Current traffic management arrangements will remain in place.

Work will continue off-site, again operating to strict social distancing guidelines, including design, planning and scheduling, as well as drawing up a remobilisation strategy for returning to the site once restrictions are lifted. We will also be closely liaising with MUS and SFN to look at ways of mitigating the impact of work stopping on the wider project.

The project contact centre will continue to be operational for any queries.
