Stead’s Place: pre-application consultation on demolition of existing buildings and erection of a mixed use development (18/01015/PAN)

Drum Property Group, the new owners of the buildings at 156-162 Leith Walk, have initiated the statutory pre-application consultation (PAC) process prior to developing their site. The developer’s plans, as intimated in their pre-application notice (PAN), are

‘the demolition of existing buildings and erection of a mixed use development including affordable housing (flats), post graduate student accommodation, hotel (Class 7), restaurant (Class 3), space for potential community (Class 10 & 11), retail (Class 1), public house or commercial uses (Class 2 & 4). Includes associated infrastructure, landscaping and car parking’

As part of the PAC process, LCCC has asked the developer for a presentation and Q&A session, which has now been set for Monday, 21 May 2018.

Prior to that there will be exhibitions, where the developer’s pre-application plans can be studied:

  • 23 March   Out of the Blue Drill Hall 12-8
  • 24 March   Out of the Blue Drill Hall 12-5
  • 4 May        Out of the Blue Drill Hall 12-8
  • 5 May        Out of the Blue Drill Hall 12-5

Pre-application plans, by their very nature, are often still quite vague; the intention of the planning process is to invite constructive input from members of the public before the plans are ‘set in stone’. The planning process requires the developer to consider such input with a view to incorporating it into their application drawings. Or to set them aside by providing adequate reasoning.

LCCC has set up a short-life taskforce to study the pre-application drawings, and we would encourage readers to do likewise, so that we all arrive at the LCCC meeting on 21 May as fully informed as possible, and ready to ask questions and provide constructive input.

Trams to Newhaven: Notification of First Round of Public Consultation

(The following is reproduced verbatim from an email from Edinburgh Council, via newhaven.tram@edinburgh.gov.uk, for information only. It does not represent LCCC’s policy in any way.)

Beginning 19 March, the City of Edinburgh Council will undertake six weeks of public consultation and engagement on taking Edinburgh Trams to Newhaven. This will provide the public, local business and stakeholders with general information on the project, specific details around traffic management during construction and the proposed permanent design. We will also outline our current proposals on how we aim to support local business during the construction period.

During consultation your views will be sought on traffic management and phasing. This includes proposals for the closure of Leith Walk to all northbound traffic, with a single city-bound lane remaining open and the phased closure and reopening of Constitution Street. Work in these areas is expected to last for up to 18 months. Continue reading

Final piling at Shrubhill

(adapted from an email from Allenbuild, received 6 March 2018)

If you have any concerns about the following, please contact Donald McLean of Allenbuild directly. Please also CC your concerns to planning.lccc@leithcentralcc.co.uk.

The final piling ‘visit’ to the Shrubhill site, which stretches from Leith Walk to Dryden St is going ahead. Piling equipment will mobilise to site on Monday 12 March. The duration of the piling should be no more than 3 weeks.

  • The first week’s work will be taking place alongside the railway track beside the old chimney.
  • The middle week will be the works to the two buildings nearest the old gable walls on the boundary.
  • The final week back into the middle of the site.

Allenbuild will position vibration-monitoring equipment along the old gables and at the rail bridge and chimney.

No piling will commence before 08:00 am. Piling will cease by 18:30. It is likely that piling will also occur on Saturday 17 March and Saturday 24 March, from 08:00 to 14:30 at the latest.
