Edinburgh Council has sent a detailed update – the full text is below. The important points, in LCCC’s view, are
- There will be a 12-week programme from 12 August to 1 November.
- Tidy-up of bin hubs in Phases 1, 2, A, 3 & 4 includes work in Spey St, Bonnington Rd, Albion Rd, Lorne St.
- Letters have been sent to residents previously advising them of these changes – please advise CEC’s Michael Richardson (contact details below) if you require a copy of any letter(s).
- CEC will also update its website shortly to include all this information, links to relevant files and the timeline for delivery.

Dear Community Councils,
I write with an update on the Communal Bin Review project and our next package of works due to start in August. The 12-week programme will see improvements to the waste and recycling service for around 3,500 residential properties and runs August 12 – November 1. I’ve listed the works below, included relevant links and attached files which provide information on the plans. This information has also been shared with Ward Councillors and members of the Transport and Environment Committee.
Phase A – Bin hubs in Spylaw, Granton, Peffer, Oxgangs and Firrhill
26 bin hubs will be installed to improve the service for around 800 properties and thousands of residents.
- In Colinton / Fairmilehead Ward we will install 13 hubs in Spylaw Street, Firrhill Drive, Oxgangs Farm Drive, Oxgangs Farm Avenue and Oxgangs Farm Gardens (See attached CBR Phase A Autumn Works – South)
- In Forth Ward we will install 8 hubs in Granton Crescent, Boswall Parkway and Crewe Road North. (See attached CBR Phase A Autumn Works – North)
- In Portobello / Craigmillar Ward we will install 5 hubs in Peffer Bank, Peffer Street, Peffer Place and Southfield Loan (See attached CBR Phase A Autumn Works – East)
Forresters – Service swap from kerbside to communal (Drum Brae / Gyle Ward)
These works will see 482 properties currently on kerbside service move to communal bins. This involves the installation of 20 bin hubs in the following streets: Kirklands, Forrester Park Avenue, Forrester Park Drive, Forrester Park Gardens, Forrester Park Green, Forrester Park Grove and Forrester Park Loan.
The plans (attached) have been produced with input from colleagues in Neighbourhood Environmental Services (NES) and Waste Operations. Letters will be sent to residents informing them of the change and providing instructions on how to present their bins for removal. NES and CBR will have teams on site during this switchover to engage with residents.
Oxgangs Park – Service swap from kerbside to communal (Colinton / Fairmilehead Ward)
These works will see 148 properties currently on kerbside service move to communal bins. This involves the installation of 7 large bin hubs in Oxgangs Avenue, Oxgangs Park and Oxgangs Row.
The (attached) plans have been produced with input from colleagues in Neighbourhood Environmental Services and Waste Operations. Letters will be sent to residents informing them of the change and providing instructions on how to present their bins for removal. NES and CBR will have teams on site during this switchover to engage with residents.
Tidy-up of bin hubs in Phases 1, 2, A, 3 & 4 (Various Wards)
We will install 6 bin hubs in Bruntsfield Gardens (x2), Yeaman Place, Dean Bank Lane, Dundee Terrace and Upper Grove Place. We will also relocate 12 hubs in Queen’s Park Avenue, Spey Street, Bonnington Road, Albion Road (x2), Lochend Road, Lorne Street, Granton Road (x2), Trinity Court, Promenade Terrace and Duncan Street. Letters have been sent to residents previously advising them of these changes – please let me know if you require a copy of any letter(s).
Indents
Roadworks will take place to reinstate 6 x indents and then we will install 4 bin hubs within CPZ S2. There is a requirement for temporary traffic lights and the team have registered these at the following locations:
- Outside 28 Morningside Road (Then install bin hub S2-57)
- Outside 72 Morningside Road (Then install bin hub S2-56)
- Outside 12 Church Hill Place (Then install bin hub S2-11)
- Outside 402 Morningside Road (Then install bin hub S2-39)
- Near 21 Melville Terrace
- Near 28 Sciennes Road
Install 55 hubs in Priority Parking areas (Inverleith, Morningside and Southside/Newington Wards)
The works to install 55 bin hubs will see around 1,800 properties have access to the full range of waste and recycling nearby. Engagement on the plans (linked below) was undertaken June-July last year and changes were made to six (6) bin hubs noted below.
- 23 hubs in Newington & Prestonfield (Changes made to hubs in Dalkeith Road 4PS-17, Findhorn Place 4PS-09 & Mentone Terrace 4PS-07)
- 27 hubs in South Morningside (Changes made to hubs in Braid Road 3PS-18, Craiglea Drive 3PS-23 & Morningside Drive 3PS-17)
- 5 hubs in Queensferry Road @ Ravelston
Note: The online plans are not yet updated with these changes so if you require information on the changes, please get in touch with the CBR project team.
The installation of these 55 bin hubs is linked to a Traffic Regulation Order (Ref: TRO/23/35) which is currently being progressed. It is hoped the TRO will be secured so these works can take place late October/early November. If this is not the case, these works will be carried out as part of the final package of CBR works due to commence early 2025.

Next steps
The CBR team will continue working with colleagues, contractors and suppliers as we plan these works in more detail to produce a daily plan of works. We will send notification letters, postcards about roadworks and recycling guides to residents to keep them updated with these changes. We will also update our website shortly to include all this information, links to relevant files and the timeline for delivery.
