We write to comment on the above TRO. While we regret the length of time it has taken for the overall process to reach this stage (process started June 2011 – 2.5 years ago!), we are broadly in favour of the proposed regulation, in the knowledge that a number of details may require adjustment in a future, separate process, in particular the option of locating a number of the communal bins in suitable side streets.
We endorse the aim of the TRO provided in the Statement of Reasons, subject to a review following implementation.
We urge the Council to proceed with the physical implementation at the earliest opportunity in the expectation that there are robust processes in place to monitor progress and quality.
